There is no dollar missing in this situation. The meals cost 25 dollars in total. The waiter gave back 3 dollars to the women and kept 2 dollars in his pocket. The equation 9 x 3=27 is absolutely true; however, this equation is not relevant to the situation at hand. 25+2+3=30

I like it very much, Philly. Brief and clear. If you DID want to explain the relevance of 9×3=27, you could explain that it’s there in your equation. 25 (the meal cost) plus 2 (the money the waiter stole). The other 3 is the money they got back. But, as you say, the 27 is a distraction.
